The Ogun State Government has presented a proposed expenditure of ₦1,668,997,993,125.44 for the 2026 fiscal year — a 63 percent increase over the 2025 budget of ₦1.054 trillion.
Governor Dapo Abiodun unveiled the Appropriation Bill, titled “Budget of Sustainable Legacy,” before lawmakers at the State House of Assembly, Oke-Mosan, Abeokuta. He explained that the proposal allocates ₦624.76 billion (37%) for recurrent spending and ₦1.044 trillion (63%) for capital projects.
Breakdown of Key Budget Components
The Governor highlighted the following major cost elements:
- Personnel Costs: ₦167.92 billion
- Consolidated Revenue Charges: ₦65.80 billion
- Public Debt Charges: ₦99.98 billion
- Overhead Costs: ₦291.06 billion
- Capital Expenditure: ₦1.044 trillion
Projected Revenue Sources
Ogun State expects ₦509.88 billion from Internally Generated Revenue (IGR), including:
- ₦250 billion from the Ogun State Internal Revenue Service
- ₦259.80 billion from Ministries, Departments, and Agencies
Statutory federal allocations are projected at ₦554.81 billion, while ₦518.90 billion is anticipated from capital receipts such as loans and grants.
Sectoral Allocations
Governor Abiodun announced the following key sector allocations:
- Infrastructure: ₦526.15 billion (32%)
- Education: ₦275.40 billion (17%)
- Health: ₦210.59 billion (13%)
- Housing & Community Development: ₦199.96 billion (10%)
- Agriculture & Industry: ₦40.54 billion (2%)
Other allocations include Social Protection (₦72.82 billion), Recreation and Culture (₦42.24 billion), General Public Service (₦111.95 billion), Public Safety (₦36 billion), Judiciary (₦15.70 billion), Legislature (₦33.67 billion), and Statewide Expenditure (₦129.68 billion).
2026 Budget Priorities
Governor Abiodun said the 2026 proposal prioritizes completion of ongoing projects under the ISEYA development agenda, while focusing on:
- Revenue-generating projects
- Employment creation
- Alignment with the State Economic Development Plan
- Compliance with national development frameworks
- Support for the Renewed Hope Agenda
2025 Budget Performance
As of September 30, 2025, the State recorded 60% of its pro-rata expenditure target and 53% of projected revenue. Abiodun noted that the 2025 budget centered on inclusive growth, reduced inequality, and improved living standards.
Economic Growth and Infrastructure Strides
According to the Governor, Ogun’s economy has expanded to an estimated ₦17 trillion GDP, while IGR has surged from ₦52 billion in 2020 to nearly ₦192 billion in 2024, with a projection of ₦250 billion in 2025.
He attributed strong growth to major infrastructure investments, notably:
- The Gateway International Airport, now fully certified and running commercial flights between Ogun and Abuja
- Construction of the Kajola and Ijebu-Ode Inland Dry Ports, expected to cut logistics costs and support industrial and agricultural exports
- Over 1,500km of roads constructed and rehabilitated in six years — surpassing the achievements of multiple previous administrations
Appeal for Support and House Activities
Governor Abiodun urged lawmakers to expedite passage of the budget, and announced forthcoming events such as the Gateway Afrobeat Drum Festival and the State’s 50th Anniversary celebration in 2026.
Earlier, Speaker Rt. Hon. Oludaisi Elemide welcomed the Governor and reported that the Assembly considered 19 bills, passing 11 into law. The House also approved 56 resolutions across key sectors and resolved over 100 disputes involving land, chieftaincy matters, environment, and transport unions.
The Speaker requested the establishment of a special court to enforce the Anti-Land Grabbing Law, and called for more electronic equipment and legislative staff to enhance House productivity.
